Legal Question in Landlord & Tenant Law in Utah

Is it legal for my land lord to refuse putting in air conditioning until our rent is fully caught up? Or legal for him not to fix anything in our home until rent is caught up?For instance exactly twenty one days ago while we were out of town our front door was kicked in of course not fixable without replacing the entire door. today we still remain without the actual ability of locking the door normally. Instead we have a couch barricaded against it as well as our new protector of our home.So is there any legalities on my side as far as replacing our door immdiately? Normally we would do the repairs ourselves not rely on landlord gettong around to it. however due to it being hot summer and no word about air conditioner until two days ago we bought one month half ago assuming reimbursment which he denied causing us to be behind on rent as well as toilet and plumbing that was not going ignored until landlord decided to do anything about it. Toilet plumbing is not smething to be ignored. So santitaion being a high in hme is worth not being reimbursed for cost. please smebody answer at least question I really would like to have sme legalness on my side fo once. Thank you

If the terms of the lease state that you are entitled to air conditioning, the landlord must provide it. He is not required to reimburse you for the a/c unless there is an agreement in writing. The front door should have been repaired immediately. The toilet must be repaired immediately. These last two are issues about safety and proper hability of the premises. You have a legal defense to not paying rent b/c of the door and toilet.
