rabbit sales

I have been told that rabbits cannot be sold before 8 weeks of age according to Utah state law. I am wondering if it is technically the shipment of animals, or if it is the actual sale.

My guess is that they have to remain with the mother rabbit for 8 weeks. Contact me if you want a legal opinion on this.
