A real estate developer has recently broken ground in a field near our neighborhood. It has caused a huge population of voles to relocate and infest our area. Is there any legal action we could take to cover the costs of extermination?

You can try working with the developer, and when he does not cooperate you can sue the developer for the costs to eradicate the voles.
