Legal Question in Military Law in Utah
I would like to know what regulation or legal document grants one the power to amend standard Army regulation without any kind of review process or board action. You always hear in the Army "Commanders may add to, but not take away from the regulation." I have been unable to locate any such document that would grant that authority. I understand the necessity of using Policies and SOPs to clarify, but can they legally be used to further restrict ones rights? Thank you.
