Legal Question in Product Liability in Utah

My fiancee paid in full for a wedding dress in March, they said it would be made in China then shipped, and would take like 10 weeks to be ready, at the beginning of June. The date they told us it would arrive came and we didn't get a phone call. We called for about 4 days and no answer, and their answering machine was full. They are in the process of moving stores so there isn't anyone in both stores right now. They finally called us back and told us they had lost contact with their factory in China in early May, and didn't think the dress was even started. As a last resort since the wedding would be in about a month, went to pick out a plan B dress and they'd alter it in time for her bridals (which is now in 4 days). She was supposed to go for a fitting last wednesday but they didn't show up for the fitting and refuse to pick up their phone and call back. They promised it would be done on Saturday (yesterday) and still haven't called back.

Is this a lawsuit? What can we do? We just want the dress to be done for her bridals, and at LEAST the wedding! (July 10)

Unless you have written promise that the dress would be delivered, you do not have the basis for a lawsuit. If you sued at most you would probably only get a refund of what you paid.
