American fork, utah is installing a pressurized water irrigation system. They have completed about 90% of the system at their cost. My issue is that I am developing along a dedicated street and they are requiring me to run that line down the street because I have changed the configuration of the lots on one side of the street. The other side has been developed and finished for up to 7 years. My question is can they require me to pay for those costs in that dedicated street since they haven't required anyone in the city to pay those costs or Can I be required to pay them since I am changing the lot lines?
