Changing Locks

I recently moved into an apartment and the other day found evidence that someone had entered and moved some things around. I know the landlord and they said they didn't go in to fix anything and didn't believe any of the previous tenants would either. They refused to change the locks and said that they don't change locks when people move out. Is there some law I can use to make them change the locks so my apartment isn't violated again?

There are laws which require that the landlord provide you with a safe and secure place to live. However, you would have to file a lawsuit - probably in small claims court - to get enforcement. I would notify the landlord that unless they change the locks that you are going to change them yourself. The cost to change a lock is pretty modest, call around.
