Does a federal law violation void a landlord, tenant contract?

Our landlord didn't provide a mailbox for approximately 6 months of our contract length. I understood that it was federal law for a landlord to provide a mailbox for the tenants if he owned more than 4 buildings?

He is now attempting to fine us for $2500 worth of ''non-damage'' related fees. i.e.-unauthorized vehicle parked on premisis? (our friend was over a lot and was parked in the visitor parking area of the aparment complex, never consecutive however).

If I can void out the contract we would be release of any obligations to him for these fines?? Please help.

Contact the US Postal Service about the mailbox issue. The lease agreement states the terms under which you can be 'fined' for non- damage items. Read it carefully. You do not need to pay for anything not set forth in writing which you signed or approved. The lease can be cancelled only on the terms in the lease, or if something makes the apartment not livable or tolerable for health or safety reasons.
