Legal Question in Real Estate Law in Utah

my hoa trustees have come up with a budget that was not voted on,debated,or voted on by owners.some expenses make no sense and discriminate against some lot owners who do not have a computer.if I pay for operating expenses NOT THE FRIVOULOUS ONES CAN A LIEN BE PLACED ON MY PROPERTY

You are bound to the terms of the Restrictive Covenants, and the HOA agreements, including bylaws. Read those documents and see what they contain. If the HOA trustees failed to follow those documents you can bring an action against them and challenge what they have done.

Generally, if you do not pay all of the assessment the HOA can lien your property. You cannot pick and choose what you want to pay for.
