locks who has access
My Tenant has changed the dead bolt on the door to the apt and feels that he has no obligation to give me a set even though it stipulates in the lease your not allowed to alter the apt in any way without permission. He has broken many lease rules and feels we have no recourse. How much do I have to take before eviction is in order

Nothing more. Give him a three day notice to quit or allow an inspection of the premises and a copy of the key to the deadbolt lock. As a landlord you have the right to such inspections with notice, and you are entitled to a key to the premises, although you must give notice prior to the inspection.
