Legal Question in Real Estate Law in Utah

Two panels of my neighbor's fence fell down two weeks ago. The neighbor has not done anything yet. She doesn't open a door when I ring the bell (I know she is home) and doesn't express any desire to fix the fence. I have a dog which I can't let in the backyard because of the broken fence. What do I do?
