Legal Question in Real Estate Law in Utah

The plat map establishes my lot boundaries and the CC&R's say I can build a fence using 6' vinyl, however HOA board FORBIDS me. What do I do?

Make sure that the CC&Rs;allow the fence, get a building permit and build the fence.
