Quit Claim tax responsibility

If two brothers in Florida were given a quit claim deed to property in Utah 25 years ago by their aunt that has been paying taxes on this property each year, when this year only one brother receives the taxes due notice, what does this mean? Has ownership been changed?

The only way to check to see if ownership has changed is to contact the County Recorder for the county in which the property is located.
