Real Estate Purchase

I am trying to purchase some property and the County I live in is also trying to purchase the same property. Should the seller be concerned about imminent domain? They are claiming they won't sell to me now after pursuing for the last 8 months because they are concerned the County will practice imminent domain.

The county may have the right of eminent domain, if the property is to be used by the county for a public purpose requiring that specific parcel. However, the seller can sell to anyone they want, and at any price. Under eminent domain, the county has the power to purchase the property, and if the seller does not agree to the offered price, then a court determines the selling price.
