Rental dispute

I had a rental dispute that with my landlord were we mutually terminated our lease. He is wanting money for a partial month as well as some water bills. The issue I have with that is that he rented to us for $1000 a month and when we moved in the gas stove had a leak and it took him over a month to get us a working stove. Do I have a legal right to not pay him this money due to paying over a months worth of rent and not having the house in a livable situation not being able to cook?

You might be entitled to an offset for the non-working stove. You will have to come to an agreement with the landlord, or either of you can file a small claims court action.
