does the right of rescission in Utah apply to signing the purchase agreement.

The general rule is that if the seller comes to your house or a sales pitch is made for a time share or similar then you have a 3 days right of rescission. If you go to an auto dealer, or similar, there is no right of rescission unless it is set forth in the purchase agreement.
