In Utah, if a person has been the victim of property theft through the writing of forged checks and decides not to press charges against the forger, will the state be compelled to file mandatory charges if the police were notified and a case number issued prior to discovering the identity of the forger?

The state is never compelled. The prosecutor can decide. Why would a person refuse to press charges and allow - enable - a wrongdoer to continue bad behavior?
