My ex-wife hired her sister to provide daycare for our 3 children. I have requested that she fills out a W-10 and she is now staying that I should have provided her with a 1099. As she is the one running the business and I am just a client by force, Am I supposed to provide that or is she responsible to file the information on her earnings in addition to claiming it on her taxes?

You are not required to file a 1099. You are being taken for a ride. You should file an action to get an accounting of what you have paid as well as the funds received by them from the State program.
