My soon to be husband hasn't filed his taxes and claimed exempt for years and I'm not sure whether he plans on changing it. If we get married, am I responsible for past and future IRS obligations or can I safe gaurd myself?

First, every adult should Always file tax returns. Even though the return may not be legally required for very low income people, the Statute of Limitations only starts running when a return is filed. Therefore, the IRS could claim that your fiance owes taxes for any of those years he did not file.
Prior to getting married, he should go to his nearest H&R Block and get his taxes prepared. He may be shocked to find out he owes taxes!
