Can a government organization, such as the, ''Division of Child and Family Services,'' convert child support payments (on children that are not yours) to 'owed' income tax?

The debt is not converted to owed income tax, but the debt is an offset against any tax refund. If a person owes back child support and is entitled to a tax refund, the owed money is taken from the refund.
