Legal Question in Wills and Trusts in Utah

i have a divorce decree agreeing with my ex wife to refinance the house she's staying at to her name in 18 months or the house will be back to me, 2 months left she still haven't refinance it. Is it legal to send her a notice to refinance the house for this 2 months remaining?
