Does filing an incomplete and false inventory with the court, in order to obtain assets subject to probate, rise to the level of fraud?

Absolutely. If you filed the report, you will need to correct is ASAP. If the personal representative filed the report, another interested heir can file an objection, and even seek to have the PR removed.
