Involving formal probate

in a formal probate case, is a Personal Rep supposed to request a certificate from a registrar just like in an informal case? if not/or what is used and filed to close a formal probate of will?

Personal Representative needs to get letters of authorization from the registrar or judge. These are the powers to administer the estate.
