Legal Question in Wills and Trusts in Utah

Hi. My mother recently passed on 14 Jul 2009. There are five of us siblings. Due to the oldest not helping or ever being around, mom had switched Power of Attorney to another, who has been/currently is residing in moms home. Mom wasn't able to get the name of Executor switched on the will, therefore the oldest decides to step up, take charge, and insist to the sibling residing in the home, that the other three of us ARE NOT ALLOWED INSIDE , and have been completely cut off, until he decides when he wants to begin taking care of things. Although his two young adult kids are allowed to frequent, and another nephew has currently been residing there, also.

Aside from taking some of the grieving process completely away from atleast me, I need to know if we, as siblings, have any rights, and if they have any 'time-frames', etc.
