Are trust attorneys fee's usually a percentage thats based on the trusts total estimated value?

Some state provide that an attorney can charge a fee based on a percentage of the estate. Utah allows a reasonable attorney's fee. I charge a flat fee of $1500, unless the probate becomes contested, in which case I charge $250.00 per hour.
