After someone dies, are the heirs entitled to a copy of the will? Is the executor supposed to give a quarterly statement to heirs as to what is going on with the estate?

Heirs should be given a copy of the will and regular accountings from the personal representative.

Once probate has been opened, the will is on file in the county clerk's office where the probate was filed. You can get a copy from the clerk, if the personal representative won't provide one. Also, you have a right to ask the court to order an accounting, although in the PR is still inventorying the estate, he probably will not have one ready yet.
