''Identity rights''

I would like to know does a law enforcement officer have the right to make you show identification,If they are not charging you with a traffic violation? And if you had not commited any traffic violations.Because it is written in the constitution that no man has the right to search any person or papers without affirmation first made.

Yes, in many situations, the police have every right to ask you to show identification. Now, i it's your sister's husband, and every time he asks you to show papers, that's entireloy different, but the police have to know to whom they're talking. It's not a burdensome request, unless there is some ulterior motive.
