Capital One murder Case in Virginia
If you have an off the record meeting with the prosecutor does it constitutes as a verbal agreement ? Also, if a chief judge says on the record that he is going to hear a sentencing isn't he by law held accountable to hear the sentencing.

No, merely having a meeting with a prosecutor would not necessarily constitute a "verbal agreement" in regard to anything.
No, I don't know why any judge (whether chief or not) would necessarily be required by law to conduct a sentencing hearing merely because he had indicated "on the record" that he intended to do so.
