Is he entitled to child support when full custody was relinquished

In Burlington Vermont I signed over my parental rights to my ex and his parent's. I have given freely financial support to him for the past 15 years in excess of 115K. Granted I had no promblem with this, but due to financial diffculties my support has been zero in the past 2 years. And he is now threatening to sue me for back child support. I thought by relinquishing my parental right's

any support given would be voluntary.

One doesn't merely "sign over one's parental rights" in order to effect a legal termination of one's parental rights and the obligations which normally accompany such rights without the involvement and approval of a court of proper jurisdiction with the necessary legal authority to decide whether such a termination would be in the best interests of the children who are necessarily involved in the matter.

You give no indication in your question that any such court was ever involved in your effort to terminate your parental rights and if that's the case, your obligation to pay child support is still very much in effect.
