Stolen vehicle

My car was stolen from me in March of 2000. I assumed the car was lost, but early this month the police have found it. The care is now wrecked and in an impound yard. It turns out someone had registered the car under a different name by swapping out vehicle #'s on the car. They know who the person is, but they can't seem to locate him. Would it cost me anything to press charges against the suspect, and what possible restitution would I be entitled to. The vehicle was not fully insured, so I got no compenstation from my insurance co. The car was worth about $4000.00 What do you suggest

I suggest suing him for the $4000 and small claims court.
