Non compete clause in contracts

I work for one agency with a contract with another agency where I am on site. There is a non soliciatation clause that the site agency can not contract with me for one year after my employ with first agency. Site agency is a school and it states that the school can not hire contract retain of employ any school based personal from the agency for one year. Does this clause end when the contract expires if it does not specify that this clause shall remain in effect? They never told me this was a condition of employ. did they have to? Illegal or just unethical?
