Landlord/tenant responsibility

Is my old landlord responsible for paying me to clean out my old residence prior to my moving in? We were on a rent-to-own lease, but the deal fell through. We spent an entire day with 5 people and a rented truck and dump runs (serious $!) cleaning out that house from the prior tenants and he says that because we said we would clean out the house as part of the move in agreement(not monetary value, though) when we agreed to buy the house that he owes us nothing for our time and money spent to clean up what was clearly not our mess! Can I bill him for the time and money to clean out the house? Should I??

If there was no contract and you were not assured that you will be paid for cleaing etc., you cannot raise a bill now.
