Legal Question in Landlord & Tenant Law in Vermont

roommate not paying her share
My daughter and her roommate, both single moms, rent an apartment upstairs in the home of my friend and co-worker.
They have been there for a year and a half, they do not have a lease, the electric bill is in my daughter's name, the cable was also before it was disconnected. Roommate goes months without paying her share of electric, cable, groceries, etc. which has caused disconnect notices that my daughter has had to pay, causing bounced check fees, etc. My daughter and the landlords would really like roommate gone, but don't know how to go about doing this. Does my daughter have any legal right to tell roommate she has to go, or do landlords have to be the ones to tell her to go and how do they do this with no lease agreement?

LL needs to evict.

Alternative is to get WRITTEN lease set up now with Bank acct or CC auto pay for deliquent Roomate.
