The landlady has on two separate occasions failed to fix the furnace for over 48 hours. The 1st time was in January and the temp was beow zero. It was after 24 hours of no heat (and promises that the guy would be coming soon to repair the furnace that she brought over a small portable heater. The next late afternoon the furnace was repaired and the apartment wasn't even warm when she came and took the heater back. Once again the heat is out in our apartment. The furnace downstairs is running but the blowers aren't working. Instead of having the problem fixed, she had her guy tighten the belt. Well the heat still isn't working (days later) and she either doesn't answer her cell or hangs up on me. I have left messages that let her know that the heat was still not working. I finally went out on Wednesday and purchased an electric heater that we move from room to room. The temp is 8 outside. I just received my heat bill and it was double, my furnace is still running and the blower still doesn't work. My apartment is still cold. I want out of my lease without penalty. I want compensation for the increased heat bill, my deposit and the money I have paid in advance for rent returned. What are my legal rights?

You need to repair and deduct. No heat is a safety issue, not a contract issue.
