Denied Disability

My brother in law was denied disability twice now, he has been diagnosed with Bipolar and can't hold a job because of the ups and downs he experiences. Is there help that he can get with this matter? He's been on medication to control it for quite a while now, and it makes him sleep until 1:00 or 2:00 in the afternoon. Who can hold a job with this condition? Please give us some advice as to what we can do to get him on disability. Thank you for your time.

It's not clear from your question, what kind of disability you're referring to. If it's Social Security Disability, you need about 20 quarters of full time employment(approx.five years)of relatively recent vintage and meet other conditions in order to qualify.
