Legal Question in Disability Law in Virginia

Riding my power wheelchair on the Road.

I've been told recently that riding my power wheelchair on the road is illegal unless I have a drivers license, insurence and my wheelchair inspected. Also the Commonwealth Attorney has told the local police to ticket me. I'm unable to use a manual wheelchair but, a manual wheelchair IS legal to ride on the road. This is the first time in the 26 years I've been paralized that I've been told this. I've been riding my power wheelchair(s) on the road for 26 years now.

I would ask DMV headquarters in Richmond for an opinion on the matter.
