Student rights under IDEA

Does a student or their family have the right to obtain a student parking pass to park on school grounds simply because the student has an IEP (for a mood disorder)? The family believes the student is entitled to the parking pass and the student is somehow being excluded from obtaining a pass. There are a limited number of spots available and they are awarded on academics, behavior, and attendance. We do not discriminate nor do we factor in someone's disabilities in either awarding or denying the parking pass.

I see no problem whatsoever with your position(assuming your position represents the school's) on this particular matter, i.e., merely qualifying for an IEP does not grant a student federal entitlement to school parking pass.
