my broher died unexpectantly. we found a signed will but it is not notarized nor witnessed. is this will legit. he left everything to my mother who is deceased. and if she dies, then he named his living siblings as beneficiaries

Yes, it can be legitimate, but it is a lot more work to get it accepted. You will have to file a legal case to get the court to approve and accept the will. You may need to have people familiar with her signature (maybe not someone receiving benefits) to testify that it is her handwriting and signature.
