Is it legal for the payroll department to alter ones timesheet ( to benefit the employee) without consenting the employee?
For example, our company allows 3 floating holidays per year and we encourage people to use those before using vacation, b/c if they quit they will not get paid out for their unused floating holidays. They will only get paid for their unused vacation time.
So when the payroll department pro cesses timsheets, and an employee has used vacation time before their floating time, the payroll department may change the coding from vacation to floating holiday and not let the employee know.
Is this ok to do?

Ok, in terms of what or whose judgment? (I certainly don't see anything illegal in moving some codes about in the company's payroll records which apparently in no way adversely affects the employees' compensation in any way, if that's what you may mean.)
