Will Administrator in the state of Virginia

I, a MD resident, am trying to be the Administrator of my parent's will, but I am being told I need a Va resident as a partner, for my parent lived in VA. Why?

Virginia law requires the nonresident executor (MD resident) to consent to the jurisdiction/service of process in the Virginia court.
