Legal Question in Banking Law in Virginia

Unbouncing 8 checks and the band from which they bounces
Here is my puestion:
If I agree to pay only $10.00 per month to 11 different companies to whome I have written bad checks, do thye have to accept my offer or can they still take me to court and/or have me arrested? And, If I do make those payments on time every month do they have to accept the payments or can they say, 'that is not enough money, we will only take more than that, come back with more money'can they do that?

They do not have to accept any offer short of full immediate satisfaction of the debt.
