I filed bankruptcy under the old law in 02 which then a person was able to file every 6 yrs. Now the law has changed. Can I still file after 6 yrs. from my last filing?

You can "file" whenever you like, but you won't get a discharge unless you wait (assuming it's Chapter 7 to Chapter 7) 8 years from the prior filing date (and I'm willing to bet the reason you want to file is to get a discharge). You may be able to file a Chapter 13 sooner and be eligible for a discharge.
