I have a signed promissory note from a person that I made a personal no-interest no-collateral to, He has repaid zero. Now he has included me in his Chapter 7. Is this legal?

Yes. If he committed fraud in obtaining the loan, you may be entitled to object to its discharge, but the deadlines to do so are short.
