In the state of Virginia... may I file a homestead exemption/deed on garnished wages before I actually file for Chapter 7 bankruptcy?

Yes, and in fact you may need to do that if the garnishment return date is before you file. See a bankruptcy lawyer asap, as you may want to file sooner.
