Can a chapter 13 be stopped?

By "stopped," if you mean as the debtor, can you dismiss the case, the answer is yes. Unlike the other chapters of the bankruptcy code, in Chapter 13 you have a right to dismiss the case.

If you are a creditor and want to "stop" a case filed by a debtor, there are circumstances where you could try to get the case dismissed, basically by showing bad faith, or that the debtor cannot propose a confirmable plan.
