Wage garnishment and backruptcy effect on Govt job & security clearances

Due to unemployment during the 1990's, 4 years when combined, we have high credit card dept. He was laid off again in May 1998. Since Sept we have been unable to make payments on our credit cards. My income covers the car, house, home equity, insurance, and utilities. We can only pay about $100/month on almost $48K of credit card debts, minimum payments are >$1300/month. We are a family of 5. When he is re-employed, we'd like to use the Consumer Credit Counsellors services to negotiate payments, but that is not possible until he is re-employed. We met with CCC in June, they can't help because we do not have enough income presently to make reasonable monthly payments. We are concerned that one of our creditors could garnishee my paycheck, and prevent us from keeping up with house payments. Can unsecured credit card companies do this? If we have to go bankrupt, how will that affect getting a Government security clearance? How would a bankruptcy affect my husband's chances of being hired for a Government position? For getting his security clearance renewed? Are there alternative solutions besides bankruptcy? We have less than $12,000 equity in our house and cars.

Your numbers appear to justify a bankruptcy filing. I do not know the impact of bankruptcy on a security clearance.
