agreement for proposed work
A company approaches a consultant asking for a proposal of work to be done. A proposal is written, and is verbally accepted " we love it,we definently want to use you, we want you to get started next week. A period of 8 weeks passes, the consultant calls every other day to see the progress, he passes on other oppurtunities because he has made a verbal agreement to work. The company never gives a defined start date, but continues to reaffirm their desire for work to be done. The consultant finds out from an employee, through casual conversation, that the company does not intend to use his service as planned, just as a last resort backup. The company continues to string him along, never returning phone calls or answering the question of a start date.
Does the consultant have a case for lost business that was turned down, due to the companies actions ?
Would that lawsuit include all work missed?
What should be the consultants course of action, at this time be, in regards to waiting for a start date.

The consultant did not have a contract, so there is no claim.
