I'm on B-2 visa in the US VA. I decided to start a business? Will i be able to get a business license? And insurance?

A B-2 visa is a nonimmigrant visa granted to a temporary visitor to the U.S. for medical or recreational(pleasure) purposes and is not designed for an alien who is seeking to start a business in this country.
The B-1 visa would appear to be the visa appropriate for that kind of objective.
