Legal Question in Business Law in Virginia

To be considered a independant contractor & NOT an employee what can I require the IC's to do & what can I say goes or not? And is it an IC if I have a retail website & sell to the IC at wholesale for them to sell at the prices I set?
I am also looking for a very low priced attorney to work closely with my companies.

I would need more information on your proposed business arangement with the employee/IC's to properly answer your question. Minimum pricing requirements would not, on its own, make the determination. Other factors, such as hours required, required marketing techniques, how compensated, also matter.
