Is a US public traded company allowed to hire a non-US citizen (Asia, Canada, Mexico) without posting the job? Without interviewing any other candidate or even posting it within the company?

Of course, why wouldn't they be permitted to hire someone in this manner(assuming that the company was not attempting to sponsor the new hire for an H1B visa or similar status)?
